Are young people able to read in your country?
In the United States, the answer is increasingly "no".

isn't that just in American public schooling?
I imagine middle class families just put kids in private schools so they actually learn something for once, at least that's what happens here

It's the Internet, phones, and primarily short-form media which is frying the brains of our youth.

I get what you're implying but functional illiteracy and lack of reading comprehension is on the rise among all young people in the U.S. White, black, etc. The instant gratification of short-form social media and videos is making us dumber, and nobody reads habitually anymore. Even people reading the news will just be looking at the headlines or hearing what their favorite TikTok commentator has to say on the matter. Nobody reads books for recreation or education anymore and the education system is unable to keep up with it.

I refuse to believe this a widespread thing. There's no way you can survive in a moern country without being able to read above a 4th grade reading level.

In the U.S. many of us are "functionally illiterate", meaning that while we can read and write, the quality of reading and writing is just good enough to get by. Many people struggle with reading comprehension especially with longer texts, and our vocabulary and grammar is also dumbing down.
Fewer people are voluntarily reading anything longer than a paragraph, and even fewer habitually read articles and books. This functional illiteracy is gradually becoming more and more dysfunctional which I predict will eventually become full illiteracy if measures aren't taken against the mind-rotting effects of short-form media and instant gratification.
The way we are taught to read is also contributing to young Americans' declining literacy.

The worst we have here is the kids of immigrants that don't speak German (at home) are failing first grade because they can't follow the class, but I genuinely can't imagine this happening here despite the youth also becoming significantly more retarded and reading way too little.
Is reading, even during college, really that rare in the US? I genuinely have trouble imaginig how a society can read so little you'd become almost functionally illiterate.

The most many people read is social media comments and headlines. A few sentences at a time. Reading a few paragraphs is a daunting task and most don't bother with such a thing unless they have to. For reading the news, if people bother at all (usually they just go on TikTok to hear soundbites) they'll glance at the headline and caption. It's not just literacy it's our attention spans. Reading is not instant gratification. Many people who try to read longer texts have to repeatedly re-read and speak out the words in order to retain any information.

I fear we'll have to take a more China-like approach with the Internet and social media content. Many Americans oppose the idea of curtailing personal freedoms to any extent for the sake of the common good, but we may have to in order to continue to function as a society.

Do people geuinely use text to speech programs/ai just to summarize/read texts for them as I see in memes? At this point you just have to restrict access to social media/the internet or you're doomed lol.

Probably. I don't know I don't use AI or TTS for reading, and I'm not a teacher so I'm not on the front lines so to speak. I'm one of the lucky few who grew up reading books and didn't have a phone until I was already an adult so my brain hasn't been rotten as much. I'm sure there're some younger people who have a similar situation, and parents trying to raise their kids right instead of unleashing unto the world another iPad kid who watches YouTube all day. Maybe they'll figure it out.

Your pic related sums it up, even in my country, though white kids are also getting more and more retarded. Many graduate high school literally without being able to read properly, either English or Swedish for that matter.

Real education has taken a back seat to social education. It's done intentionally. It forces a "need" for a foreign replacement workforce at all jobs at the top of the economic spectrum.
