If you aren't willing to fight for your country you should be explicitly denied access to services provided by your country.

Conscription was actually quite fun for me, definitely a huge culture change but i think its something that does good for a lot of the zoomers (unless they pussy out and do civil service). However, unlike me, some people actually had careers they were actively pursuing, or owned some sort of operation (couple farmers for example). To them, being forcibly away for a couple of months did more harm than good. Really not sure how that could realistically be solved.
