Lack of internal organization and simply no need to do that. Neither Germans not Vikings really interfere in the Slavic way of life, they actually coexisted well, Slavs provided them food, while they provided them security and stability.

Some nations are just "culturally inland". Look at these pre-Colombian American civilizations, these were highly advanced empires occupying huge areas, bordering the ocean along a very long coast yet they hardly had any navy or anything to do with the sea other than primitive fishing. Imperial Russia was impressive but they still had stunned growth compared to western empires. Just compare late 19. century literacy rates of Russia to Western countries. Although I think they would still be better off if the communist revolution never happened.
Oh and I forgot about this but being closer to Britain, or the center of the industrial revolution, and printing books are huge factors which only made a bigger divide.
