Definitely not. It has like 8%. Even modern day France and Sweden are higher. Not to mention Albania and Bosnia, etc. They have the biggest total number but even then the vast majority of their Muslims are native Tatars and Bashkirs which are culturally indistinguishable from Russians, rest are assorted South Caucasians, and only then the imports from -stans as cheap labour

Also Russia is based and trad compared to most Western countries, that doesn't mean it doesn't have social problems, although it has improved massively over the last 30 years and continues to do so. The difference being is that it doesnt glorify degeneracy and PC culture the way modern Western culture does. And compared to literally South American country it is a flourishing first world utopia, developmentally.
So that, its general resistance to western political influence and its deep and rich culture do seem to attract a lot of people who havent been entirely brainwashed, and not without merit.
