WV is the most outlier state in the country. Their whites are worse than anyone else's whites, even MS and LA. My theory is that, given how permanently economically handicapped and disadvantaged it is, only the lowest IQ whites would stay while the rest immediately move elsewhere for work opportunities. It's like a mini brain drain in that region, anyone with any sense moves to Ohio, Pennsylvania or Virginia.

Hill people in general seem to be lower grade, because industrious high IQs seek a range of diversified economic opportunities. In order to be a hill person you have to be comfortable and satisfied with innate squalor, that to me is the Appalachian curse.

There are states though like Alabama that are surprisingly advanced and involved in tech. I worked with a lot of smarter people from there, it was always funny to hear them say smart things but in a drawl.
