Hegemon enforces it's dominion over the world by surrounding any possible challenger it cannot openly engage with hostile neighbours, breaking challenger's sphere of influence and destabilizing the region as a whole.
Using it's geopolitical domination, Hegemon takes indirect (sometimes even direct) control over the economy (and through it - the political course) of the intended target's neighbours. It then spreads hostility through a number of means including, but not limited to, propaganda in media, propaganda in the system of education, propaganda through public activism, religious and cultural propaganda, false-flag operations and so on and so on.
Results of said activity usually manifest within two or three generations, unless the challenger is strong enough to counteract all of the above with similar methods of their own.
Regarding OP's specific question about Russo-Finnish relations, there is little more to add, except for pointing out that post-WW2 USSR was strong enough, and Russia isn't.
This is why both countries enjoyed a most cordial and beneficial relationship during that period, never seen before or since for the two of them.
With borders being practically non-existent, grievances of the past resolved and forgotten.
And why the moment USSR lost, all of them were remembered again by the methods and for the reasons aforementioned.
