Technically a distinct "town" with it's own mayor. In practice it's part of Lyon.
It's where the student campuses are and all the research centers, where I lived for a while.
It's not even a suburb, it's a neighborhood and you walk into "Lyon" just by crossing the street, and there's no difference at all

Also, France and all of Western Europe are definitely not rural. They have large areas where there are villages, but most of the population is in the cities and the metropolitan areas that are officially "towns"
