There's a growing number who do. Mainly because developed markets have very little room in them to make an impact so going back home gives more opportunities. They actually do understand irrigation but the infrastructure for that takes time to roll out and is costly. So peasant wages arent exactly gonna speed that up outside of loans or aid money.
