HOWEVER my logical guess is that the diameter corresponds to the angular velocity (faster = wider) due to centrifugal force
the bottom is blocked by the hill, so we can't see why exactly it slowed down, but it may have touched down after leaving the ground, or moved over a body of water

my guess is that the tornado being pushed down by some wind shear meeting some cold => heavy air mass creeping along the ground dampening the downdraft driving the tornado hence the smaller radius

this is just my first glance, would be funny if we had a physicist specializing in weather reply. am actually curious
