At some point you have to cut the strings and allow people to make their own decisions and face the consequences of those decisions. And what age do you think we should consider someone a mature adult? The reality is people don't all automatically become mature and responsible at an arbitrary number of days after their birth. But for the practical reality of running a civilization and State we have draw a line somewhere. 25 years old? 20? 18?
Do you think women are capable of having agency and making their own decisions and bearing the same responsibility as men? I think a lot of people instinctually/internally do not. That they're somewhere between men and children.
And quite frankly a lot of women don't seem to actually want to have the same level of responsibility every adult man does. They want men to protect them, tell them what to think or do in a crisis, provide for them, etc.
If you think prostitution or any kind of commercialization of sex is a net negative to individuals and society at large than you should just ban it in its entirety. You need to actively stop women who are trying to do it. If you think they have no agency in their actions and are victims fine, but you still have to take action and prevent them from selling sex.
