They're gaeltachts, and they exist so parents can spend over a grand to send their children over for a week or two to "learn irish". I was never sent to one but I've heard many stories of people there drinking, sneaking out, having sex etc. during their time in these snca areas so I'm going to say that's the real purpose of gaeltachts and therefore why these people still speak as gaeilge
