I think theres different things at play here. First, the smart one leaving usually go to college, get a job and I don't believe they commit crime in higher proportions. But not all the migrants are "the smart ones" that get to enter western countries with a student visa. A lot are illegals, they commit petty crimes or get into alcohol or drugs and it's all downhill from here.
They live in ghettos because they want to live near big towns as its the place where they can find a job, and they let their surroundings turn to shit because a lot of them still have a third world mentality of not caring about their surroudings. A lot of criminality is commited by people born here that were not raised properly and see crime as an easy way out of poverty, or genuinely don't understand the issue with their antisocial behavior because that's how everyone behaves

The CFA Franc's much more complicated so it can't be painted in broad strokes. But from what I know, the main issue with it is that it tries to be a "one-size fits all" for all the countries in West Africa which leads to alot of issues related to their nation's economic strength and growth.
