That doesn't tell you anything about how often it pours. It only tells you the percentage of the rains which are pouring. If it rains 10 times per year where you live and 1 of them is pouring it isn't more than the 10 times out of 1000 in here. Yours is 10% and mine 1% but mine is still 10 times more than yours.
