Like the others said, trying to save a drowning person is often lethal for both if they grab onto you.
Back in 99 when I was a kid, a teenager drowned a full grown man because he was panicking so hard that both went under at the local cliffs.
Our school had serious safely classes after that every year by the fire department.
We learned two things.
1. A panicking drowning victim is extremely dangerous.
2. Do not try to touch or grab them. Use your surroundings. A stick, rope, belt, piece of clothing. Anything you can let them safely grab onto. Then you can pull them ashore or help them swim. But NO direct contact.
