But it's not all as clear cut as that. We have to FILE taxes, but not necessarily pay them. If we're working for a foreign company or have our own company registered in another country we don't have to claim that income on our federal tax forms. If you however live abroad and make money online, or work for an American company you do get double taxed though.
You have to pay taxes but you deduct what you paid abroad so most don’t owe anything
