America sat on its fat ass and told NATO not to send a single cent in the first few years under the excuse of "trying to save Yugoslavia" during which time Russia was infinitely more helpful in supplying Croatia with arms which it did not have as the Yugoslav national army retreated out of the country with practically everything Croatia had in it's barracks.
If Croatia just had a normal amount of weapons it could have crushed Krajina in the early stages saving lives and making the country better in the long run.
