Does the difference affect anything on a practical level? Do they have to produce two variations of every electronic device to work with each region? Or do they use adaptors when they cross to the other region?

The only difference is the frequency, voltage is the same. Aside from differences in power plant equipment, there should be no inconvenience in daily life.

The only difference is the frequency, while the voltage is the same so apart from having to make dashcams with awkward frame rates like 27 or 55, there should be no problem
