Italy's manufacturing output used to be nearly on par with Germany until the 90s. Then they fell off dramatically. What happened?

European Union. The Euro.

Germans use the central bank to give their corporations massive amounts of money to buy out every industry in other countries and re-localize production to Germany.
When they can't do that, they create regulations to standarize production of all kinds of goods, and the standard is how they're already doing it in Germany, forcing factories in other countries to spend millions to adapt.
The politicians in the victim countries accept these regulations because in exchange they get an "aid package" with untold billions of euros to "train the workforce" once the unemployment number rise because of these policies.
A significant fraction of these funds are funneled through dozens of corruption schemes and pocketed by the political parties that allowed this to happen.

That's how 1/4th of all the car production in Europe ended up in the hands of Volkswagen. Rinse and repeat with countless other industries.

Germans and other northern European nations look like philanthropists helping out with their contributions while in reality fucking over everyone.
Southerners are depicted as "lazy" and not willing to work, when in reality their ability to work is being taken away from them by industrial re-localization and regulatory red tape preventing new businesses from arising.

It was unsustainable, all the southerners crying about the EU or the Euro somehow fail to understand their goverment finances and the private sector were building a house of cards in the 70s-00s, fueled by unsustainable debts, corruption and tax avoidance.
