They are not, even if the biggest ones get seizured or exit scam, big vendors move to other ones using their unique public PGP keys so you know they are them and you encrypt your address with PGP encryption so only the vendor can see your address, not the site or the authorities in case of a seizure
The problem is for a couple of markets to have many vendors, sales and reviews and exist for long enough so you can choose from a variety of listings
