In the mind of Americans, Hispanic and Latino do not refer to race or culture in particular, neither does it refer to Spanish speakers or natives. It's just a term vaguely understood to refer to "the brown and poor people who speak the brown and poor language".

The anti-Hispanic/anti-Luso sentiment largely stems from The Black Legend. Spain/Portugal were vying for power over Europe around the 1600s against the dutch/english. The dutch/english took in propaganda from the muslims/jews that had been butthurt for being kicked out of Spain and used it to demonize the Hispanic/Luso people, their history, and the Catholic Church.
