The USSR. The USSR was the first country to launch a satellite, put a Human in space, send a probe to another planet, put a permanent spacestation in orbit. Even America couldn't build its own spacestation in the 1980's. And Russia build the core parts of the ISS, such as the life support module.

Those are late gen ICBMs. Soyuz is literally an early gen ICBM (R-7) with humans stuffed on top.
