Not really, it's not a choice either for most people. It's something caused by environmental factors in early childhood to adoloscence. At best, there can be genetic factors that can push someone to homosexuality, like how being tall makes you more likely to be a basketball player.

But even if it were, just because something is innate doesn't really excuse the action. Take alcoholism for example. From what we know, alcoholism is also related to genetics. An alcoholic gene might exist, and it might be hereditary. Yet being a drunkard is your own choice.

Attraction is different from an addiction on a fundamental level, you dont get withdrawal effects if you dont fuck but you still get attracted to that type of person. On the other hand an addiction is usually a coping mechanism for an underlying condition, you can have a "x genre" porn addiction that prevents you from being productive and have withdrawal effects, once you get your addiction cured you might still have an attraction for that "x genre" thing.

Paraphilias are chronic and tied to conditions like OCD and OCD cant be effectively treated which is why pedos and zoophiles are active offenders while you can be (non exclusively) attracted to men your entire life and never act on it. So is homosexuality to an extent. Like, percentage alot of gays come from broken homes, or suffered sexual abuse. There have been cases of homosexuals getting over their homosexuality once they settled their past trauma once and for all.
