Yeah we do a lot of things right, a lot of things even though we're a Latin American country. But we also do a lot of things wrong, things that are important for achieving the title of "developed":

2.0% a year is mediocre at best. Often due to
>Dependence on copper
49% of our exports are copper products. 8% of our GDP is copper mining. If the commodity goes down so do we.
>Diverse economy
We need this if we want continuous growth.
>R&D
Chile spends so little money on it that it puts us to shame when compared to developed countries. If we want to export value-added products we need R&D. We have great academics, we need to put those brains to work.
>Crime
In 2015 we had 2.2 homicides per 100k. Now we sit at ~7 per 100k. This is due to uncontrolled immigration (there's proof). Even without the immigrants, chilean crime is a real thing and must be controlled.
>Security crisis
People are not interested in going out at night because of crime. This takes away an expensive 2.6% of GDP growth every year.

If we solved all of this, no kidding we would become developed in 10 years.

I guess it's because GDP is a measure of how much money is exchanged in a territory, not how much of it is in the pockets of its inhabitants.
In summary, that's copper money. If you're an engineer and want to live big in Latin America, work in the north and you'll earn more than you would in Western Europe.
