the other issue is that each region is controlled by different companies (since privatisation to give the consumer choice, even though you have no choice at all its dictated by where you live) and they only share water in small scales based on agreements they make between each other

meanwhile yookay water companies lose a fifth of their water through leaks but you can't make them do maintenance or anything because the shareholders want their dividends.
