Only in the sense that USA acts the enforcer of the capitalist mode of production in the entire continent.

There have been attempts at establishing proletariat dictatorships in the past, which have been aborted by USA meddling in conjunction with the latam petty bourgeoisie.

One succesful proletariat revolution in LATAM could potentially spread like wildfire throughout latinamerica, where the working class faces severe exploitation.

This is the whole function of these "national" security agencies, it has never been about protecting american citizens, but rather, protecting capitalism home and abroad
