Back during the Cold War, America realised that having a rural shithole on their doorstep was an open invitation to communism (basically, communist revolutions only succeeded in agrarian shitholes because city people are too docile to do shit).
At the time, Haiti was just a bunch of niggers living like in Africa, farming rice (rice had been introduced there by the French) and raising livestock, just enough to feed their families, like all Africans do (the concept of farming for the whole community is alien to them). 95% of Haiti was like that. Then came the US, they brought progress (aka, coal-powered equipment) and started to build factories because, in the minds of American politicians, work in a factory breathing smoke is paradise.
But Haiti doesn't have coal deposits, so the US suggested that the Haitian rulers turn the thick forests into charcoal. To kickstart their industrialisation so they could import coal (from the US, obviously). The Negro government of Haiti did that and forced a large chunk of their population into cities and the rest to make charcoal. In just a decade, the soil had eroded because of the strong Caribbean rains and could no longer sustain farming in any shape. So Haiti became an importer of rice and spent its days making oversized underwear for Americans.
