Is there a particular reason why most buildings in this picture has a yellowish brown color, I mean is it a deliberate choice for them to be this way? Most settlements around the mediterranean (including turkey, greece, cyprus, etc.) paint their buildings white to reflect off some heat from the scorching sun.

They were painted brown because it was the cheapest paint, it is inexpensive outdoor paint that doesn't show much age unlike white
Now a lot of 3-4 story buildings in Israel look like this because to renovate the outside look of a building, all of the landlords have to agree to it, this is why usually the only time a building gets renovated is if its in a dire state and an entire internal/external/structural makeover for it is needed
