If it praises simplicity, modesty, positive emotions/positive mood swings etc. – it's country folk inherited by the Communist regime dictum of country folk leitmotif (community,"don't complain, endure like [an animal], if you know what's good for you" and so on).

If it praises money, promiscuity, cars, kitsch, wishing bad luck on your rivals or praising your family to the detriment of others' misfortune etc. – it's gypsy noise aka. manele.
There's no in-between.
You'll never hear country folk praising promiscuity, cars, money etc.

This one sounds like the folk songs my grandpa used to listen to. The lyrics are about how tough the job is (being away from your loved ones etc). Manele lyrics are usually about more superficial stuff.
