They were very careful when it came to managing Indian sentiment, and apparently poverty and stagnation seemed less important to us than sexual propriety and eating the right type of meat. You must remember that the army of the East India company was mostly Indian, and even if you take together the number of European soldiers in the armed forces of Britain and the East India Company they were still outnumbered by Indians before the revolt of 1857 (which was crushed by another army of Indians recruited from a different region).
The other reason was that they'd seen what happened in South America and didn't want to create an entrenched class of British or mixed landowners who would have their own interests. They wouldn't have gotten far if they tried, considering that the Portuguese were always limited to tiny strips of land along the coast.
