Sometimes it happens. Maybe clashes isn't the right word, it's more like "arguments" between the different border patrols, who can't decide which nignogs have to go where.

Usually what happens is that Italian police turns a blind eyes so that refugees can leave Italy and cross into France, and the French do the same by bringing them back to Italy by carrying them at the border in the countryside where there's no cameras and telling them to cross it.
