There's cases of blacks and Asians people who lived and worked here in Italy since forever, learned the language (most speak it better than the average neapolitan) and integrated perfectly, but still can't obtain citizenship because of some dumb burocratic rule. A Chinese friend of mine who was born here from chink parents, studied here, and even graduated in a top university in Milan had to wait for her 18th birthday for her citizenship.
