On rare occasion. The neighborhood has limited pedestrian traffic so it's not an optimal location for this type of operation. More often when they do it's a part of a garage sale their parents are also running at the time. It was more common in the smaller town where I grew up.

Yes, industriousness is probably equivalent or maybe even more encouraged than achievement through education. I had a couple of friends in high school that used to buy snacks in bulk from Costco who would turn around to sell it to other classmates and even some of the teachers. And I'm not even joking—they were probably viewed in the same light as our top-of-class, full-time scholarships valedictorians. Especially when they were the first to show up in a fairly decent car come sophomore or junior year
