What they were really trying to do was imitate the British Empire, and had been ever since the Meiji Restoration. They were cunning when they were forced to open themselves up for trade, and if you notice, the Japs as a social behavior like to imitate to a degree, anything they perceive as more powerful than them. As a matter of fact, the British (and we Americans) were teaching them how to be similar to or way of thinking in that 19th century era. The old Jap Empire figured they'd be looked at on even ground with white Western powers if they became a dominant force themselves.
Korea on the other hand was known for rejecting Western influence as written by our ambassadors, leading to them being thought as more of a backward Asian people than the Japs. They merely dealt with us because they were scared of the Chinese and the Japanese at that time.
The main issue with east Asians is all of their history is riddled with propaganda and myths. It's not just the Japs that do this, but all of them; the Chinese, the Koreans, the Taiwanese, etc. They are a people that are easily brainwashed into a lot of cultural dogma, couple this with them being a historical warlike people and you see they are too prone to irrationality to believe their intentions are good. Without Western governance in some way, they'd be barbarians at each other's throats.
