Stauffenberg was in charge of reservist army (primarily located in Germany), Rommel was operating on the Western Front (France). I could be wrong but I remember reading Stauffenberg wasn't very involved with the same opposition circle Rommel was part of (which is why he came so close to succeeding, the other resistance groups were heavily infiltrated by Gestapo)
