We have more km of high speed rail lines per capita than any other country in the planet (and second by total length)
They are neat and some times surprisingly cheap. A while ago I went from Madrid to Barcelona and back on the same day for like 30โ‚ฌ.

Overall, on a national level? Shit, disgracefully bad, we should have a proper bullet train linking at least Sydney to Canberra or to Brisbane but not even that.
Locally? Eh it's alright, in Brisbane I can get to Noosa (wonderful top tier beach area) for only 50 cents by just riding the train and then taking a bus.

Spanish trains are great, equal to japanโ€™s. HSR was fast and cheap, way less of a dickpain than flying. Regional trains were kino too (at least in Galicia where I visited)

Still doesn't answer the question, Brazilian Guiana. Italy, Germany and France are major industrial economics with their own world renown engineering firms in rail, so why aren't they ahead of Spain in this metric? Germany especially, given that they're more densely populated and wealthier

Despite the memes we are extremely good at building infrastructure. We can build HSR for half the price of what France pays and even less, even when accounting for PPP. Our WHOLE HSR system costed so far less than what the UK is going to pay for their HS2 line (which is like just a few hundred km), or the projected cost of the San Francisco-Los Angeles high speed line.
It's not just hsr. For the same reasons we have the longest highway system in the EU and more km of metro lines combined than any other EU country (and again 1st in each spot when you account for per capita).
For context Madrid built 200km of metro (and I mean true, heavy rain, underground metro) from 1995 to 2007, something only seen in some chinese cities.

I'm not Spanish but it is probably a combination of strong political support with centralized plans to reduce costs (relatively basic copy-pasted metro stations vs each station designed by a different architecture company for example), little opposition from the population, relatively low labour costs due to stagnating economy and ideal geography with dense population hotspots spread out across an otherwise relatively empty country. Spain is really good at infrastructure, their railways, highways and metro is world class. The only complaint is that their HSR trains are rather short and the rolling stock fleet is not that large.

There are many factors but I think one of the main ones is that our country is relatively sparsely populated aside from the medium/large and dense cities, which means building infrastructure between cities is very cheap (you don't have to navigate around massive suburbs and evade countless tiny towns). Pic rel.
On the other hand dense cities means it just makes economic sense to develop infrastructure inside them such as metro lines, as each km of metro built will get you far more benefits than in other less dense cities.
There are a few other aspects like how the contracts and budgets are awarded and structured but I can't really talk about those points because I'm not familiar with that.
