Probably George Miller, he did Mad Max and Babe

Peter Weir a contender, some kinos locally here but he also did Truman Show, Dead Poets, Master and Commander

Bruce Bereford did Breaker Morant locally, Driving Miss Daisy in Hollywood

James Wan did the Saw movies, Conjuring, Insidious, some other horror

Baz Luhrmann. Elvis, Moulin Rouge.

Most of his famous films were shot in Mexico. Probably you're right, Almodóvar took notes from his experiences in Madrid, an overexagerated them a bit. Amenabar and Modem were thought to be the next big things, but the former had a big flop, and the second got cancelled after "La pelota vasca".

At least we get more variety now, it's just it doesn't catch the attention abroad.
