Lithuania is around 1.0 this year it's about the same as Poland although both will almost certainly drop much, much lower. Mind you, this phenomenon extends into Russia as well but they are now cooking the numbers.
I think it really boils down to no one forcing Eastern European women to have kids anymore and if they get to choose they will always not want to do it since they are selfish and only seek material comfort.

this too, but also because there are simply few young women left, women emigrate at higher rates abroad than men and are much less likely to return back home

but still, even within eastern European countries it varies, some EE states have better TFR, even around 1.5 (so 50% higher than here), there is room to improve even if there are social and economic trends we cannot change
