I had it in a flat I rented, and didn't used it that much. It helps on some hot afternoons, but I wouldn't keep it running all the night. Enduring hot weather sucks, but doing the same with cold symptoms is hell on earth.

yes and if they do its city or building laws that prevent them from installing them. you own the apartment, you dont own the facade of it. ac/heat pumps on balconies are a gray area here, its usually not ok but your balcony is not the facade its your actual property same as your living room.
