The other officers pick up on something being weird when the glass is broken then the guy gets sucker punched and isn't fighting back. Then they try to get him in a hold and think he's fighting unaware the initial officer is head hunting. As soon as he is locked in place you see the initial officer sucker punch him again. They take him down and that's it.
Either the initial officer was having a bad day or it was personal but he lied about what was going on. The man who was pulled over knew something was up started recording and requested to go to a public place to park and get out of his vehicle, saying something wasn't right and he wanted witnesses around the initial officer.
