I don't get it.

Japan should elect a far right government that embraces the tourism economy while still keeping public order. Have policemen arrest and deport any tourist who does annoying shit like this. Zero tolerance policy.
It used to be that whenever you mentioned traveling to Japan people would say "I'd love to go some day, but I'm worried about breaking the rules!". Nowadays whenever Japan is mentioned there's a 50% someone is planning to go or has already gone themselves. Japan has become the world's playground for tourists and it needs to stop.

What Japan needs to do is build a walled compound with hostels in some tourist-y area. Young people from meathead societies get to stay there for cheap (Americans, Australians, Serbians, not Canadians, NZers or Scandinavians) but they have a limited time in Japan and they have to carry a special ID at all times.
They can leave the compound and do tourist shit, but by living there they have to agree to periodic militia service: For every week they stay in Japan they have to dedicate 2 days of being led around by Japanese police, security guards, traffic conductors etc. Then when the Japanese law enforcement see a foreigner doing some retarded shit that baffles their autistic sensibilities they deploy the Foreigner militia to resolve it as per the customs of their people.
A varangian guard of retarded white dudes would suppress the delinquent tendencies of a non-Japanese tourist and immigrant population.
