Not sure about Ukraine, but it was in southern part of Russia. Such temperatures occur there once in a while, nothing much unusual. All I've seen in the news was about the fires there, because of the hot arid weather.
Also for my city this summer is quite good or sometimes even chilly. Almost no hot temperatures. My city had new record low for 19th of July. The temperature at night was 4,4C.
