Because it is. Being a 10% earner is still low even by our standards. Only people who are maybe 1% to 5% can be considered wealthy. 3000 € net is a solid salary, 4000 € is very nice and wealthy. A lot of tourism is run as "black market" though, no taxes, just cash, and it doesn't enter any official data.
