more like 8% (GDP is projected to be 307bn this year)
also GDP should be taken with a grain of salt, that figure is still missing huge swaths of the shadow economy which aren't accounted for, and the reference/base year is very outdated (2001)
just reasing to 2011 or something would send the GDP up to 350-380bn easily

One underlooked one is Japan. Its totally-not-a-military is literally one of the most powerful, technologically advanced, best funded, best equipped and best trained militaries in the whole world and is just going to be even more so given that they recently passed a doubling of budget from 1 to 2% of GDP by 2027, which is going to rank them as the 3rd biggest military spender only after the US and China, the gradual dilution of article 9 through the interpretation allowing Collective Self-defence, and other tricks like converting their totally-not-an-aircraft-carrier recently converted into a fucking mini aircraft carrier, and the Russian invasion of Ukraine awakening a sense of urgency and vulnerability even among the broader populus already heightened by China. Japan is also widely regarded as the a latent nuclear powers, since they are believed to have the knowhow and the material to build a nuclear weapon in a short period of time and to actually be the foremost among nations with the same status. Article 9 is and has already being revised or even — ultimately and eventually — effectively abolished no matter the outward form of it all.

egypt is an example in doing the opposite, where they declare a 4 billion defense budget while maintaining one of the largest militaries in the world
they straight up don't report spending for many things or do accounting tricks like paying salaries through the ministry of the interior and not defense, so it's not "defense spending"
their military also owns and operates many companies and industries it uses to provide for and finance itself
always take these defense budgets with a grain of salt

What is the point of understating a defence budget? It's not a democracy. Does the gov give a shit about what the people think about state expenditures?

I think there's a benefit to understating it in some cases, if your military is eating up half the state's budget while people are lacking many basic needs and struggling, it looks bad and can lead to unrest
