It is blocked. You can check for yourself on the RKN websites. And my ISP is blocking it for sure. If I will switch my bypass on Cloudlfare only, 4chan will not work. It was blocked before Cloudflare was blocked.
It worked for me when there was split between 4chan and 4channel (aka blue boards). Because only 4chan was blocked.
