Though its usually because whenever it's the US, the person in the other end is a factory floor wagie or just an "IT guy" whereas if its from Asia or Europe its usually a developer with a graduate degree

depends on the field honestly. when it comes to AI stuff where you need some creativity then maybe but backend development or frontend is basically the same everywhere
