Aren't they just cash cows? In my country many students who failed enrolling local medical schools would go to Polish/Spanish ones instead. This has caused some controversy because those programs are specifically set for foreigners and they aren't qualified to practice there even if they managed to get the degree. However they're allowed to practice in Taiwan since our government recognises EU medical degrees
