Yes, Latvia wouldn't have enough divisions to hold the front in mobile warfare, and they are vastly inferior in static warfare. As Germany would be able to pound whatever they put up to dust with artillery even if they managed to contain their advance to a few strong points.

I don't think that Latvia has enough precision bombs and artillery to deal with that many people and artillery guns. It would eventually end up with gun fights and there are just too many germs shooting to kill all of them. Even your armored fighting vehicles are just going to get artilleried down due to the number difference. If Latvia had more cannons they'd be fine.
