idk bro. I live in the Netherlands and I have zero fucking clue. I guess just keep going to events where women are present and maybe one will pick you? Dutch people will speak English on a whim with you they won't even hesitate, they are super friendly. But I think a lot of Dutch ladies mark an invisible line with dating that if you don't know Dutch you're not even looked at that way.
