Not against modern SAMs it can't. The Vietnam war was the last time America fought a near- technologically matched Air defence network (USSR donated tons of SAMs to Vietnam), and US air losses in Vietnam were enormous. Even inexperienced Vietnamese fighter pilots managed to shot down one American jet for every 3 jets that they lost.

With modern SAMs, where a fighter jet can be shot down by missiles launched from 200km over the horizon, there won't be air superiority.
