In Malaysia, we reserve this joke for the public works department. In Malay, they are called Jabatan Kerja Raya (JKR). The initials is scornfully renamed Jangan Kerja Rajin (Don't Work Diligently). The JKR is infamous for taking years just to build a 10 meter concrete bridge over a stream. Nowadays, they subcontract to private companies more, so the work get done faster.
